Sustained Ambiguity Holding
Verifies that when candidate output contains unresolved referents, ambiguous authority, or competing interpretations, the system maintains multiple admissible interpretations in parallel without collapsing to a single committed answer. The correct behaviour is to hold ambiguity open as live state until eliminating constraints resolve or reject candidates. Premature collapse into a single interpretation is a governance failure.
Operational Purpose & Scope
Two admissible interpretations exist for the same input. The system must maintain both without committing to either. Gate status HOLD indicates sustained ambiguity, not refusal or approval.
