Persistent State Consistency Across Turns
Verifies that unresolved conditions, ambiguity burdens, and inadmissibility states from prior turns persist across subsequent turns and continue to constrain commitment decisions. A system that silently forgets an unresolved condition from turn 1 and allows commitment in turn 3 is committing without resolving the original admissibility burden. The persistent epistemic state substrate must distinguish active, unresolved, potential, echo, and reconstructed state — and unresolved state must remain binding until eliminated by admissibility constraints, not erased by the passage of turns.

Turn 1: input contains an unresolved referent. The system must hold and persist the unresolved state. This establishes the admissibility burden that must carry forward.
